Why on earth would they decide to start rescuing fires instead of fighting them, that's what I want to know...

Well, for one thing, I guess, it's a lot easier to cut money earmarked for a "department" than it is for "rescue."
I'm just guessing, though. And I'm most certainly not defending its newsworthiness.
